An executive branch hiring freeze, announced in May, will remain in place for the next year and a 2 percent raise for thousands of executive branch managers scheduled to go into effect in January has been canceled for now at an estimated savings of $17 million. Legislative earmarks totaling $125 million have been put on hold — at least until fall, when Administration and Finance Secretary Matthew Gorzkowicz would have to certify that there is enough revenue to cover state expenditures. Until then, funding for Boston’s West End Museum and to refurbish Dr. Seuss’s childhood home in Springfield will have to wait.
